My rudder on my Pedal Kayak is very hard to pull up and down. What can I do about this?

For a sticky rudder issue,  when the uphaul and downhaul rope is very hard to pull,  the best fix is to replace rope with smaller diameter rope such as 3mm or 4mm nylon rope.
